Pedal Taverns (TEVs)
Transit Entertainment Vehicles
Human-powered or electric-assisted vehicles carrying 8–16 people through downtown streets. The classic Nashville bachelorette experience. Regulated under Metro Nashville’s TEV ordinance.
Party Tractors & LSVs
Low-Speed Vehicles
Motorized open-air vehicles including party tractors, golf cart shuttles, and open-air trams. Subject to Metro Nashville ordinances and Tennessee state vehicle regulations.
Charter & Party Buses
Enclosed Motorized Buses
Enclosed motorized buses operated by licensed charter companies. The only vehicle type that can legally serve alcohol while moving under current Nashville rules.

Pedal Taverns (TEVs)
⚠ Rule Change — Actively Enforced
Metro Nashville banned open containers of alcohol on operating pedal taverns in 2023. You cannot legally have an open drink on a moving pedal tavern on Nashville public streets. Operators stop at licensed bars along the route where passengers drink inside the establishment.
Open-Air Party Tractors & LSVs
Same restriction applies — open containers on operating vehicles on public streets are prohibited. The vehicle must be stationary for open container consumption to be permitted.
Enclosed Charter Buses & Party Buses
Enclosed buses with proper licensing can permit alcohol consumption while moving. This is the key distinction. A properly licensed enclosed charter bus with a bar service component can legally serve alcohol to passengers while operating. Passengers must remain seated while the vehicle is moving.

Lower Broadway Core
Pedal taverns and open-air LSVs are restricted from operating on Lower Broadway itself during peak hours. Confirm current restrictions with your operator before booking.
Designated Pickup and Drop-Off Zones
Metro Nashville designates specific pickup and drop-off zones — vehicles cannot stop anywhere on Broadway for passenger loading:
- 1st Avenue — primary loading zone for most pedal tavern and party vehicle operators
- 4th Avenue — secondary staging area for larger charter vehicles
- Not on Broadway — direct Broadway loading is restricted for most vehicle types
Noise Curfew Restrictions
Metro Nashville enforces noise ordinances on party vehicles. Amplified music must comply with Metro noise standards. Violations result in fines to the operator.
Questions to Ask Before You Book
- “Are you licensed to operate under current Metro Nashville TEV/LSV ordinances?” — Legitimate operators answer yes immediately.
- “Can we drink on the vehicle while it’s moving?” — For pedal taverns and open-air vehicles, the answer should be no. If they say yes, that’s a red flag.
- “Where do you pick up and drop off?” — Confirm the loading zone is legitimate.
- “Is your vehicle enclosed or open-air?” — Enclosed = can have bar service while moving. Open-air = cannot.
